Singapore coin 1988 UNC Year of the Dragon

Description

This is a coin from Singapore from 1988.  It was purchased from the Board of Currency in Singapore and shows a dragon on one side surrounded by a wreath of  zodiac signs and measures about 40 mm in diameter. I don't believe it is a proof coin, although it is quite shinny. The reverse side shows an elaborate shield flanked by two lions and there is a banner underneath that shows Majulan Singapore  and 1988 underneath it. The border shows Singapura  on top and Singapore on the bottom. I do not know what the characters translate to on either side.  It is quite heavy for a coin.  There is a bit of a flaw on this side.  Not sure what it is, but there are a few spots scattered across the back face of this coin and maybe two on the reeded edge. I tried wiping it with a tissue and it does not come off. I didn't not want to harm the overall finish by trying to remove the spots with a cleaner.  For this reason, I an selling this coin for less than  what it is actually worth. It comes with the original padded packaging, but there is a loss of finish on the back side of the case and it looks a bit dirty. This coin might do better to be enclosed in a new plastic case. There are no other marks or scratches on the finish.
I am selling this for a former collector and do not have any other information on it. I am assuming it is made of Cupro-Nickel as it is so shiny and if it was a silver coin I think it would have different colored marks if it was flawed.
I ship via the US Postal Service, Priority Mail with tracking and insurance. I ship within 24 hours of receipt of payment .  I can ship it First Class Mail with tracking but no insurance if you desire.  You just need to adjust that at checkout.
