WWI US Army M1912? M1902? Officer's Dress Frock Cloak Coat Vintage Uniform

This velvet navy colored  US Officers frock coat has been in the forever. It's pretty definitely need the new liner. Outside looks okay and has the cord class. Chain on the interior possibly broken.
Unknown pedigree, I've had several generals in the family but no pics of the wearing it..
Any info appreciated.
